Phase I Environmental Site Assessments Across the Lower Mainland: One Team, Every Municipality

Environmental site assessment services across the Lower Mainland

When purchasing, selling, financing, or redeveloping commercial or industrial property in British Columbia’s Lower Mainland, environmental due diligence can be one of the most important steps in the process.

A Phase I Environmental Site Assessment (Phase I ESA) helps identify whether current or historical activities on a property – or on neighbouring properties – may have created potential environmental concerns.

And in the Lower Mainland, that investigation can get complicated.

From Vancouver and Burnaby to Surrey, Richmond, Delta, the Tri-Cities, Langley, Maple Ridge, Abbotsford, and Chilliwack, every property comes with its own history. Different municipalities maintain different records, properties have been developed and redeveloped over decades, and historical land uses can range from relatively straightforward residential or commercial operations to industrial facilities, service stations, dry cleaners, manufacturing operations, auto repair shops, and former agricultural lands.

At Waypoint Environmental Services, our team provides Phase I Environmental Site Assessments throughout the Lower Mainland, helping property owners, purchasers, developers, lenders, real estate professionals, and other stakeholders better understand the environmental history of a property before making important decisions.

One Lower Mainland, Many Municipalities

The Lower Mainland may function as one interconnected economic region, but from an environmental due diligence perspective, each municipality presents its own considerations.

Waypoint can complete Phase I ESAs throughout communities including:

  • Vancouver
  • Burnaby
  • Richmond
  • Surrey
  • Delta
  • New Westminster
  • Coquitlam
  • Port Coquitlam
  • Port Moody
  • North Vancouver
  • West Vancouver
  • Langley
  • Maple Ridge
  • Pitt Meadows
  • Abbotsford
  • Chilliwack
  • And surrounding Lower Mainland communities

Whether you are looking at a commercial building in Vancouver, an industrial property in Burnaby, a redevelopment site in Surrey, a former agricultural property in Richmond or Delta, or a development opportunity in the Fraser Valley, the objective remains the same: understand the environmental risks before they become your problem.

What Does a Phase I Environmental Site Assessment Look For?

A Phase I ESA is primarily a historical and records-based investigation. It does not typically involve drilling, soil sampling, or groundwater testing.

Instead, environmental professionals investigate the property to identify current or historical activities that may represent potential areas of environmental concern.

Depending on the property, this can include reviewing historical aerial photographs, land-use records, environmental databases, previous environmental reports, municipal information, and other available records. A site visit is also completed to assess current conditions and identify potential environmental concerns.

The surrounding properties matter too.

Contamination does not necessarily stop at a property line. Historical activities on adjacent or nearby properties can sometimes create environmental concerns for the property being assessed. That makes understanding the broader neighbourhood and its historical land uses an important part of the Phase I process.

Why Lower Mainland Properties Can Be Particularly Interesting

The Lower Mainland has experienced enormous growth and redevelopment.

Properties that are now surrounded by condominiums, offices, retail stores, or modern warehouses may have looked very different 30, 50, or even 80 years ago.

A site may have previously been occupied by a gas station, automotive operation, industrial facility, manufacturing business, dry cleaner, warehouse, agricultural operation, or another land use with the potential to affect soil or groundwater.

Even when the property itself has a relatively straightforward history, neighbouring land uses can sometimes raise concerns.

This is why appearances can be deceiving.

A clean, modern commercial building does not necessarily mean the property has always had a low-risk environmental history.

A Phase I ESA looks beyond what is there today and asks the more important question: What happened here before?

Buying a Property? Know What You’re Taking On

Environmental contamination can have significant financial implications.

If environmental concerns are discovered after a property has been purchased, the new owner may be faced with additional investigation, remediation, soil management, redevelopment delays, financing challenges, or unexpected costs.

Completing environmental due diligence before a transaction closes gives purchasers an opportunity to better understand those risks.

If the Phase I ESA does not identify significant environmental concerns, that information can provide greater confidence in the transaction.

If concerns are identified, the purchaser can make an informed decision about what happens next. Depending on the circumstances, that might include additional investigation, adjusting transaction conditions, obtaining further information from the seller, or reconsidering the economics of the deal.

The key is discovering potential issues before you own them.

Developers: Environmental Due Diligence Should Start Early

For developers, environmental conditions can affect much more than the purchase price.

They can influence excavation, soil movement, disposal or relocation options, project schedules, permitting, financing, and overall development costs.

Discovering an environmental issue after design work is complete – or worse, after excavation begins – can create expensive delays.

Engaging an environmental consultant early helps identify potential issues and incorporate them into acquisition and development planning.

Where a project involves water quality, treatment, or related engineering considerations, Pure Water Engineering can provide additional expertise to support informed project planning alongside environmental due diligence

Waypoint’s experience extends well beyond Phase I ESAs. Where further environmental investigation is warranted, our team can support the next stages of assessment, including soil characterization, remediation planning, contaminated soil management, and other environmental services. Our multidisciplinary team includes professional agrologists, biologists, engineers, and scientists, allowing us to bring the right expertise to each project and provide practical, site-specific solutions.

That continuity can be particularly valuable on redevelopment projects.

Instead of starting over with a new consultant every time the project moves into another phase, clients can work with a team that already understands the site, its history, and the environmental issues involved.

Realtors and Commercial Brokers: Bring Environmental Due Diligence Into the Conversation Early

Environmental questions often arise late in a real estate transaction – sometimes after subjects have been drafted and deadlines are approaching.

Bringing the environmental conversation forward can make the transaction smoother for everyone involved.

If you are representing a buyer looking at an older commercial or industrial property, a property with an unclear history, or a site intended for redevelopment, consider discussing environmental due diligence early in the process.

Waypoint regularly works with property owners, purchasers, real estate professionals, developers, and other project stakeholders to help them understand what environmental work may be appropriate.
